Can this resistor be safely replaced -if so with what/options/comments please

I found that the solder is quite a high melting point on them - mine had broken off at one end, and I had a job getting my electric soldering iron to melt the solder so I could fix it back on. By the time it went in I'd got a Butane soldering iron and that did better.
