Rusty Bumper Bolts, Help!

Went to unbolt the bumper mounts to remove from current resto project (HC). The small bolt headed tapper screws which hold the ends of the bumper just smeared into a circle.

These bolts are tucked into the corner of the front panel and wing, anybody have a good idea how I get them out ?
Don't think there is room for the grinder and using a hacksaw blade is going to take forever.

Try a pair of plyers on them, from inside the wing :?

I had this problem. I used a Dremel and ground the end of the bolt off. They are also good to make a slot on the end of a bolt so you can use a screwdriverto I

mole grips lad. or you know me i`ll cut the sodding wing off (which does`nt help if you still want the wing)
