I didn't glue any of the underfelt down in my car when I rebuilt it, so I could periodically remove it and check everything was OK, and if I found a leak, I didn't have to dump it all while I stripped the car out to weld. That said, my car is noisier than a noisy thing so maybe I'm not the best to ask. I recently swapped some for closed cell foam, which is heat resistant (if you buy the right stuff) and doesn't take on water. But after a restoration you'll keep an eye out for leaks and so on, not as if it's just an old car.
