I'd say that's the hammer price - if it was including the buyers premium, then that would make a bid price of £16743, and I've never seen an episode where they'd take a bid like that. So that means the buyer will pay £19892, and the seller will get £16607 (or maybe £16243), as there's a 7.5% plus VAT commission to both.
