The arm fit onto a splined spindle which has a groove machined into the bottom. The arm is held on to the spindle by a spring latch which clips into the groove.

Lift the arm up and look at the spindle base, you'll see a small clip which you need to pull free of the groove and then wiggle the arm of the spindle.

Sometimes they 'grow' on to the splines and need a bit of persuasion with a small bladed screwdriver, and a wiggle!!
Light alloy of the blade holder and steel of the splines seem to react to each other.
Be careful not to slip and damage the paintwork though!!
Once its off put a smear of grease or Vaseline on the spline for next time.

Hi guys found the little clip, bit of a bugger to get to. do you pull it out or push it up tried both with no joy. Got a bit of play in the arms themselves on the spindle so not seized now.

It's a simple spring latch so you just hold it clear of the groove and slip the wiper arm up off the spindle.

Not exactly the same as the photos below but close enough to get the idea.
