There was someone doing fibreglass replacements for the heater cover, if it's the metal part you are having trouble with. If you mean the water-retaining sound deadener that sticks onto that metal piece, that's the cause of the rusting in the first place and I think most people leave it off, but it could be easily made from a flat sheet of suitable material. Closed-cell foam is popular nowadays because it doesn't soak up water.
